Abstract: The Commission on KSU Violence was assembled on May 8, 1970
by KSU President Robert I. White to collect information about the events leading
up to the Kent State shootings. Materials in this collection include collected
statements from faculty, staff, and students about the shootings, survey results,
and administrative files.
Historical Note: On May 8, 1970, KSU President Robert I. White assembled
the Commission on KSU Violence. The Commission, or CKSUV, as it was commonly
referred to, was charged with collecting statements about the May 4 shootings
as well as investigating the causes of the event. All information gathered was
to be assembled in a final report to President White. The original membership
of the Commission was: Dr. Harold M. Mayer, Dr. Doris Franklin, Dr. John Doutt,
Dr. John F. Ohles, Kathleen Whitmer, Robert T. Buckley, John Huffman, Dr. Benjamin
G. McGinnis, George Urban, Jeffrey Zink, Kathleen Stafford, and Thomas Bond.
Doutt and Ohles were replaced by Dr. Leonard
Konopa and Dr. Charles C. Chandler.
As the CKSUV investigated the May 4 shootings, the focus of its report evolved
into examining not only the causation of the event, but administrative attitudes,
activities and policies prior to the event. Commission members realized that while
the CKSUV were charged with the responsibility of taking statements there was
no legal recourse to accrue testimony from government agencies, such as the FBI
and the police. Since the Commission could not subpoena individuals to give testimony,
it asked students to provide oral and/or written statements when they returned
to campus to retrieve their personal belongings from the dorms. The CKSUV also
sent out a mass mailing to all KSU students, faculty, and staff asking for any
information about the events occurring between May 1 through 4, 1970. These statements
are the basis for the Minority Report found in the final report to President White.
The final report submitted to President White is a group of working papers addressing
the chronology and narrative of events leading up to May 4, and the attitudes
and activities of the KSU administration, faculty, and students.
Scope and Content: The Commission on KSU Violence records include statements,
faculty responses, reference materials, administrative records, audio-visual
materials, and manuscripts of the unpublished final report. Valuable items in
this collection are the various statements received by the Commission, which
demonstrate a wide range of interpretations and explanations for the Kent State
shootings. Additionally, the answers to the survey given to the Kent State faculty
and staff represent a diverse range of individual impressions on the shootings
and campus admimistrative policies. The reference material used by the CKSUV
examines the KSU environment as well as the sociopolitical climate nationally.
The administrative records include drafts of the report, correspondence, and
meeting minutes. Also included in this collection is a wide range of audio-visual
material including reel-to-reels, magnabelts, a cassette tape, and photographs.
The reel-to-reels and magnabelts contain meeting minutes and statements. Also
found in the reel-to-reels is a recording of a radio program titled "Operation
Quell." This radio program aired on the campus radio station the evenings
of May 2nd and 3rd in an attempt by the KSU Faculty to ease the building tension
on campus. Although no official report was issued by the Commission on Kent
State Violence, four bound volumes of various reports are included in the collection,
as well as individual sections of the final report that were authored by Commission
members.
